EAC was tasked to organize the project into three separate design and construction packages as follows:

Package-A: Design and construction of the vacant 3rd floor West fit out in the existing Chancery Building (OBC).

Package-B:  Package-B:  Design and construction of:

One story 381-sq. meters (4,101 sq. ft.) Service Compound Access Control(SCAC) facility.
 

Anti-climb/Anti-ram Perimeter Compound Wall to extend the limits of the existing secured Embassy Compound.

The underground site utilities of thesecured compound around the new Annex (NOX) building (in Package-C), and Onsite parking facility for visitors and staff.

Package-C: Included the design and construction of the Annex. This included construction of two story 2526 sq. meter (27,255-sq. ft.) concrete Annex Building.

The requirement of the contract was to maintain security of the entire Embassy Compound throughout the construction of this project.  


The project design was completed and was satisfactorily accepted by OBO, but the prime general contractor did not build the project per the design and specification. This poor construction quality was the cause for OBO to stop the work and release the Prime Contractor. There was no fault in the A/E design.
